LANG is set to C
When starting up emacs -Q autoloads
quail/uni-input for ucs-input-activate
and
quail/hangul for hangul-input-method-activate
emacs-22 did not use to do that.
This seems like a waste, if these things are used (and probably are
not), they should be in the dumped image, autoloading at startup just
make the startup slower.
