As a followup, the following line from /etc/apt/sources.lists is what I used:

  deb http://people.debian.org/~kitame/emacs21 ./

I think it's a good idea to have this, as long as it's not advertised
too widely, because then a debian package can be released 47 seconds
after the real release...
