I remember I discussed this matter with RMS long ago. As it
was just before the release of 20.X (I forgot which version
it was), any change was suspended. And, after that, I
forgot to work on it. :-(
Now it is also just before the release of 21.1, I think it
is better to fix this problem not now but for 21.2.
As I've recorded this bug at the head of my todo list, I
won't forget it again.
By the way, I think we don't need
overwrite-preserve-text-width. I think Emacs should always
work as you suggested in overwrite-mode.
