There was a thread in gnu.emacs.help recently (in the last week or so) where this problem was solved. The problem is caused by your mouse driver, not by anything Emacs does. Usually when the driver is set for the behaviour you describe, clicking the wheel twice will send the mouse-2 event through to Emacs.

This message just reiterates what I said above: that it is the mouse driver that determines wheel-click behaviour on Windows.
