The usage of WINDOWSNT in Emacs is historical, and is due to the fact that the original port of Emacs to Windows NT predates the release of Windows 95. Your suggestion to use WINDOWS32 or MSWINDOWS32 is a good one for projects looking to adopt a convention now.
