       This is probably because regex is an imported package, it physically
       resides in a different repository, and that repository has not been
       restored yet by Savannah salvage team.

       One idea is to write to address@hidden and alert
       them to this problem.

My original CC to that email address (expectedly) did not work.
Anyway, I forwarded the original message.
