The idea behind introducing it was that any docs for features that are
minor or too obscure or unimportant to have in the main manual (and
thus save some of those trees in rainforests when the FSF prints the
manual for sale) will go into this file. That is, this file is
supposed to grow, and thus it is indeed necessary.
