emacs-23.1.96 build failure on NetBSD 5.0.2 IA-32, and a simple fix

emacs-23.1.96 fails to build on NetBSD 5.0.2 IA-32, our first system
with X11R7.  The configure script fails to detect the presence of X11
libraries, even though they are present.

The problem is that the configure script is generated by
autoconf-2.62.

When I regenerated that script with the latest autoconf, version 2.65,
the X11R7 directories are included in the search list.  

I then got a successful build on that system with
        
        ./configure --without-xaw3d && make

and have now installed the build.
