Latest changes with lisp/uni-*.el and leim/quail

I don't know if it's on purpose, nor whether it matters, but the
latest changes in these two directories have the following effects:

 . loaddefs.el does not mention the uni-*.el files after a bootstrap,
   but if you go onto lisp and "make autoloads", they are added

 . leim/quail/*.el files _are_ mentioned in loaddefs.el

 . Every time you say "make", it wants to compile leim-list.el (which
   has no-byte-compile flag)
