And you're right:

$ cat lisp.mk

shortlisp = \

$ rm lisp.mk

$ make V=1 lisp.mk

It complains at the \\ in 

    sed -e 's/$$/.elc \\/'

After changing src/Makefile.in so it generates a valid lisp.mk, bootstrapping goes a bit further:
