On my system the banner header displays correctly on Firefox, Chrome and
Chromium, but on Konqueror and QupZilla the line at the banner's bottom
is shown, but the space above it is white and only the "GNU Emacs" link
is visible, the rest of the text ("GNU Emacs Lisp Package Archive\nThe
default package repository for") and the Elpa image are not displayed;
and on emacs-w3m and eww the text and link of the header are displayed,
but above it there's only an empty box.
