I just discovered that while I can't find any equivalent of
`default-toplevel-value` in Common-Lisp nor Maclisp, it already existed in
Lisp Machine Lisp under the name `symbol-value-globally` (and came with all the
accompanying things like `set(q)-globally`, `makunbound-globally`,
`boundp-globally`).
Maybe we should rename it (and `set-default-toplevel-value`) to the LML name?
