And interested users need to be able to subscribe
to those mailing lists, to comment or contribute
in other ways.

As long as there are mailing lists users can subscribe
to, as opposed to bug reports just getting forwarded
to the "people responsible for respective piece of code".
If it's just user-reports-bug-to-maintainer-of-code
then that leaves other users who might be interested
in the problem or solutions out of the loop.
