I opened bug#41497: Flawed text formatting of files like etc/TODO,
etc/NEWS, etc: https://debbugs.gnu.org/cgi/bugreport.cgi?bug=41497

I really think this is a separate issue, not one involving the org 
vs outline discussion.

Thanks for bringing up the larger issue btw.
