I think that one of points conveyed with the term "plain text" means readable. 
That is what README should be about. Even the title of the file (README) 
indicates it is for reading. Org files are source files, they shall for public 
be exported to the actual text. The term "plain text" is not beneficial in this 
subject. Those files should be readable without Emacs.

Take as analogy the TeX system, or Texinfo, that is also plain text but not 
readable.
