ELPA: New package: minibuffer-header

Dear all,

I would like to submit a new package to ELPA which is a minor-mode 
that display a header line in the minibuffer (and can optionally 
display messages as well).

The project is hosted at 
https://github.com/rougier/minibuffer-header and the
README shows what it looks like.
