Package dependencies and inlined functions

Hello,

After a major change in one of the inlined Org functions, we start
getting a number of bug reports like
https://github.com/radian-software/straight.el/issues/1107

This is because already compiled packages still use the outdated inline
expansion in their .elc files.

So far, the failures are mostly coming from Doom/straight.el users
(because they update to the latest Org commit frequently). However, I
anticipate (correct me if I am wrong) the same problem to happen after
Org release when using package.el as well.

Is it something known? Or am I raising a false alarm?
