Exactly.  Or alternatively, curating bookmark.el so that it opens
up an external API that bookmark+.el -- and others -- can rely upon
for a longer period of time.  This is hard work, but it pays off.
The parts that are left as internal implementation details are of
course free for Emacs devs to change.

improves the "external API" aspect, among other things):
