I feel the same -- but the www.gnu.org teams use PO in a way that
avoids this drawback.  The files we normally edit, the HTML files
that appear on the web site, do not have any PO material.
Translators maintain PO versions of those files, which they alone use.
That way, they can take advantage of PO to aid their work
while not interfering with non-translators writing the English text.

Maybe the translators of manuals could so something like this too.
