The second line is already there: see doc/emacs/docstyle.texi, which
all the manuals include.

As for @documentlanguage, it for now leaves no trace in the Info file,
so we didn't bother providing it.  Once makeinfo will do something
with it, we will probably ad it to docstyle.texi, and I think we
should add a LANG-docstyle.texi file, which will be included by all
the manuals for language LANG.
