Such arguments can only be evaluated in the abstract, whereas I have one
concrete example of a counterproductive effect of ELPA at hand:
adaptive-wrap.  And several more I have observed anecdotally but have
never experienced myself.

We are miscommunicating.  adaptive-wrap is decidedly not a language
feature, it is a text editing feature, such as is supposed to be the
part and parcel of Emacs.

Thanks for your input, but I'm not convinced and this collection of
largely irrelevant information will not affect the installation of
adaptive-wrap.
