Here's what seems like the minimal step: both menu items go into a "CEDET" submenu, which stays near the same location. If we can agree to move it lower maybe, that would be even better, but less essential.
I don't expect much bikeshedding here (but who knows?), whereas the question of having CEDET moved out or removed seems unlikely to resolve soon.
