    Improve doc of `mouse-drag-mode-line-buffer'
    
    * doc/emacs/frames.texi (Mouse Commands): Document
    `mouse-drag-mode-line-buffer'.
    * etc/NEWS: Explain where that option is supported.
    * lisp/mouse.el (mouse-drag-mode-line-buffer): Likewise.
