    Fix layout being refreshed too often on minibuffer setup
    
    The guard clause was refacored incorrectly, leading to it having
    no effect on the intended forms.
    
    * exwm-layout.el (exwm-layout--on-minibuffer-setup): Guard
    `exwm-layout--refresh' again.
