doc/org-manual.org: Minor language fixes
* doc/org-manual.org (Property Syntax): Give article for "buffer
level" and "headline". Fix plural confusion on "needs". Change
"allowing" language; authors should only allow comments above buffer
level property blocks because Org requires it.
