So I guess "ox-beamer.el" should generate
\section[alt title]{level 1}
from
* level 1 :tag:
:PROPERTIES:
:ALT_TITLE: alt title
:END:
when tags:not-in-toc is provided.

Not that I do mind removing it, but I don't understand why you suggest
that tags:not-in-toc should not be used. It works as expected is almost
all back-ends, doesn't it?
