A workaround for tabularray: \NewTableCommand\empty{} I am unsure if we should use it.Concerning selective escaping of brackets and stars (and "!", ">" for the verse package), I expected that if horizontal rules are implemented through CSS properties than it might be quite similar tasks. Actually <tbody> elements are used to group rows between lines and my guess failed.

Frankly speaking I am surprised that explicit \\ was chosen instead of \obeylines and redefining \par.
Perhaps putting something like !!new-argument!! on the affected row/verse/line to guide the filter.
If it were possible to assign attributes then attributes would be useful to apply specific flavor of the \\ command.
Instead of !!new-argument!! I prefer @@latex: % newline-arg...@@, but Ihor against using LaTeX comments to provide hints for export filters.
