One funny side effect is that if the mouse cursor is on the lower of
the two phantom images, the higher one actually gets the mouse
highlighting.

One thing that might probably be related is that mouse wheel scrolling
and scrollbars don't really play overly convincing with the
overtall/invisible lines. In general, some window-height related
functions should probably just work based on the pixel height of the
default line distance, snapping to whole lines whenever that would be
possible without being too wrong.
