One of them is a timestamp for the CVS snapshot (development version
alert!), and the other is (hopefully) a more stable thing, with the
minor version increased with every release and the major version
increased when something particularly important happens.
If the timestamp changed every time I saved the file, patches might
not apply cleanly. (I don't know how CVS/RCS does it, but arch seems a
bit weird...)
