Hi all!

I believe that ESPResSo 3.1.1 is ready to be released, so I would like
to do it before next week...

I do not see that any major bugs are left, and Jenkins also seems to be
happy.
Note that I'm not talking about a major new release from the master
branch, but merely a bugfix release to 3.1.0!

Are there any objections?
