This indicates, that the tcl library (libtcl8.4.a) is not found.
In Debian, you have to install the "tcl8.4-dev" package to get the
library installed. Do you have it installed on the new machine?

Usually, the file should be installed in

        /usr/lib/libtcl8.4.a

Could you please check, whether you have the file?
