You cannot do this. Each POV-Ray primitives defines a single boundary. If you 
want to define such boundary conditions, you have to define the intersection 
of a cylinder and two planes. AFAIK this is the only way to do it if you do 
not want to change POV-Ray language.
The idea is 1 color <=> 1 boundary.
