This is not a Fle3 specific problem but just normal Zope operation.

You're logged in as the emergency user. That user can only create new
users, not any other objects. It's needed to create the first Manager
accounts and in case the manager account passwords are lost.

So first go into the acl_users folder and create a new user account,
specifying it as a "Manager". Then log out and log in as that user.
Then you are allowed to create objects (including Fle3).
