[gcmd-usr] Mailinglists are now administrated

The new project leader for Gnome Commander, Piotr Eljasiak
has now gained access to the mailinglists. He has also
gained maintainer status of gcmd. I have taken on the role
of mailinglist admin together with Piotr.

The first thing regarding these lists, "gcmd-devel"
and "gcmd-users", is to stop spam, therefore i have
turned off "anonymous" posting. All mails from non
subscribers will be held for approval, by me or Piotr.
Later i may turn on spam filtering insted, if we
feel this policy is too restrictive.

I have also turned off world-visibility of the
subscribers list, only members can view.
