Although I know next to nothing about the build system, I do know that
.desktop files can be installed in the user's home kde directory
(~/.kde3 and so on). I think (but I'm not sure) that the kpart can
also be installed there.

I'm not a kde expert, so I don't know whether installing into
/usr/local/share/services would work or not.  I run GNOME as my
desktop.
