Does it also fail when --enable-hwaccel isn't given ?
I'm asking `cause I just tested my usual configure line 
and got an error due to impossibility to build vaapi support.

My configure line is simple:

 --enable-renderer=agg \
 --enable-gui=gtk \
 --enable-media=ffmpeg
