Why is that? Seems strange, considering that the whole point of Gallium
is making the state trackers (GL, GLES, VG etc.) independent from the
pipe drivers (nouveau, r300, r600, i915, llvmpipe etc.)

It's easier to review if the change is done across the whole code base
in single, consistent commit, along with a commit message explaining it.
(Or perhaps a separate branch with a series of commits related to that.)
