Have found two guides to install:

$ lspci |grep Decoder
00:08.0 Multimedia controller: Philips Semiconductors SAA7130 Video Broadcast Decoder (rev 01)
$

hg clone http://linuxtv.org/hg/v4l-dvb
cd v4l-dvb
make
make install
make unload
make load 

 
I asume it is free. When I follow those instructions, I get:

~$ cd v4l-dvb
~/v4l-dvb$ make
make -C /home/ernesto/v4l-dvb/v4l 
make[1]: se ingresa al directorio `/home/ernesto/v4l-dvb/v4l'
Updating/Creating .config
Preparing to compile for kernel version 2.6.24
