It seems you are using the "old" call management command (0x40 type).
gnokii normally use the "new" command set (type 0x01).

This is a 0x01 type call management answer.

Look into Docs/protocol/nk6110.txt for details. These are well-known
frames, but I don't know why the phone send it.
