    thank you, but i dont know how to configure or to add -L<dir to libpq.so> 
to LDLIBS, sorry. but i try to add something like this.
LDLIBS +=  -L /usr/local/pgsql/lib/libpq.so
but the same error.
can i ask sample configuration?

You need to add -L<dirwhere_libpq.so_is_located> to LDLIBS variable.
