A few things to check:

1. Is hcid running?

2. What does 'hcitool info <addr>' report?  You should get something like:

> % hcitool info 01:02:03:04:05:06
> Requesting information ...
>       BD Address:  01:02:03:04:05:06
>       Device Name: Nokia 6310i
>       LMP Version: 1.1 (0x1) LMP Subversion: 0x22c
>       Manufacturer: Nokia Mobile Phones (1)

>               <timing accuracy> <role switch> <sniff mode> <SCO link>
>               <HV3 packets> <CVSD>

3. What does 'l2ping -c 3 <addr>' report?  Something like:

> % l2ping -c 3 01:02:03:04:05
> Ping: 01:02:03:04:05:06 from 01:02:03:04:05:07 (data size 20) ...
> 0 bytes from 01:02:03:04:05:06 id 200 time 35.98ms
> 0 bytes from 01:02:03:04:05:06 id 201 time 10.13ms
> 0 bytes from 01:02:03:04:05:06 id 202 time 20.10ms
> 3 sent, 3 received, 0% loss
