You have partly correct information there. That may have been the situation a long time ago. Gnokii wiki Windows page (http://wiki.gnokii.org/index.php/Windows) states that Platform SDK is enough. In fact, if commercial MS Visual Studio 2005 is used, a partial Platform SDK is included in the package.

The big deal here is that DDK is commercial and not easily available (I think the only way to get your hands on that is to buy a MSDN subscription). Platform SDK is a free download for anyone.
