hmmm... not sure of this one.
Subversion has a "last-modified" tag for instance, which is only
"updated" when the file has changed. This is distinct to the when the
last changeset was committed, as committing a changeset has no effect
if the file wasn't modified.
So, a one-file "tla update" (or "tla commit") wouldn't have to touch
the other files.
It would need to work out which changeset modified the file most
recently, not sure how easy this is.
