gnutoo addressed docker, only because he uses it - that is not because it was
the most important or was the easiest to fix

i have a gut feeling that rust cargo is going to be the most problematic of all;
so i am not eager to begin this over-all goal by investigating that one in
isolation - i suspect that the reason why rust is being discussed among GNU
devs, is because some people have made the pre-determination that it is the most
important - i disagree - i hold no favoritism in this matter
