Fixing the patent system is made more difficult by the structure of patent
offices. By being paid for each application that they approve, they are
economically dependent on approving a certain number per year.
Even if the patent office decided that it was being too broad in scope or
too low in its standards, it is financially problematic for it to consider
any changes of course that would lead to it granting fewer patents.
