Without an attack, a defense is pointless.
Quite so. And as opposed to preemptive strikes, the GPL does not
partake in an arms' race, since it exclusively employs the attackers'
weaponry.
Unfortunately, copyright legislators seem perfectly capable of
escalating things all by themselves.
