If a set of developers finish a package, and don't start on a new one, I
think that says something interesting about the health of GNU and its
community.
The GNU system includes packages which are not part of the GNU
project, so no -- how many packages created in the GNU project isn't a
very good metric.
Not everything has to be under the GNU umbrella.
