Hmm, I strongly prefer Texinfo :).  Just from your starter text, it's
obvious that we will want all the usual markup features, sections, etc.,
etc.  I don't think it's overkill.  I can set up an initial file easily
enough.

I am tempted to suggest using https://savannah.gnu.org/projects/womb for
this instead of making a separate tiny project ...
