Webpage: added some information on GSoC 2023
Until now, the Google Summer of Code (GSoC) part of the webpage was
commented (since the GSoC 2022 application finished). But GSoC 2023 project
definition period has started.
With this commit that part of the webpage has been un-commented and updated
for Google Summer of Code 2023.
