When 'abc.fits' does not exist, CFITSIO's 'fits_open_file' function will
silently open for 'abc.fits.gz' if it exists. This has been reported to
CFITSIO developers. 

But even if a solution in CFITSIO is added, it will take a long time for users
to update. Therefore, we need to have internal sanity checks within Gnuastro.
